In order to prevent overdraft charges, why can't a transaction be rejected at the point of sale?

If a person only has $1 in their account and they purchase something with a debit car for $5, why can't the computer detect this and reject the transaction? You see what I mean here? If a computer could somehow detect this, consumers would save millions of dollars in fees that the bank hits them with. *typo- debit card, not debit car

  1. then the banks wont make that $35 dollar overdraft fee or whatever they charge
  2. happened to me recently and the explaination i had was from the bank 'that they make a decision whether or not that transaction would be in your interest in cases of emergency' but im more inclined to beleive its so they can charge you for it
