What is causing my printer to print text which is not sharp?

Regular standard black text is printing out blurry/fuzzy, compared side by side to a good print from another source. Every cleaning service was used about a dozen times- align cartridges, clean cartridges, print test page etc.The cartridges were changed (with refills- may also be part of the problem, but the issue was before this change also.) Does this have anything to do with the ribbon? Need new cartridges? What will fix this problem? Thank you for any help!!!

1. Check that the printer is using "best results" and not "ink saving" mode in the printer control pane.. there is electonics on the cartrigde that may have been attacked by static and made the cartridge dead. IF the settings in the control panel doesn't do it, buy a brand name new cartridge. Only refill once.
